Job Title: Administration Manager (operations)

Location: Covering Merseyside and Kirklees and based at Merseyside office

Hours: 35Salary: £27,000

Contract: Permanent

United Response is seeking an Administration Manager to deliver high-quality, end-to-end administrative, payroll, finance, and compliance support across the locality, ensuring smooth and efficient day-to-day operations. The postholder will play a pivotal role in maintaining accurate workforce records, overseeing payroll and financial processes, and ensuring all statutory, regulatory, and organisational requirements are met within required timescales. Acting as a central coordination hub, the role will liaise effectively with managers, staff, and external stakeholders to support operational excellence and service delivery.

Key Responsibilities:

Provide efficient, high-quality administrative, payroll, finance and compliance support to ensure the smooth running of locality operations.

  • Office & Administration: Act as the first point of contact, managing calls, emails and enquiries. Maintain office systems, supplies, records, post and facilities. Coordinate meetings, room bookings, diaries and key activities.
  • Meetings & HR Support: Organise meetings, prepare agendas and take accurate minutes for formal HR processes (including disciplinary, grievance and absence reviews). Issue and track related correspondence and actions.
  • Payroll & Workforce Administration: Manage timesheets (including iTrent), payroll changes, overtime and queries. Support rota planning, on-call coordination, agency bookings and workforce reporting.
  • Starters, Leavers & Compliance: Process all employee lifecycle documentation and coordinate DBS, visa and sponsorship checks (via Zinc). Maintain accurate compliance and workforce records.
  • Finance & Purchasing: Oversee ordering, invoices, receipts, petty cash and credit card reconciliation. Support local financial processes and cost recovery.
  • Compliance, Quality & Reporting: Support audits, compliance checks and quality improvement plans. Monitor systems (e.g., Nourish), track actions and produce reports for internal and external stakeholders including Local Authorities and CQC.
  • Communication & Coordination: Build effective relationships with managers, staff, families and external partners. Support recruitment activity, interviews and engagement processes.
